Professionele duikindustrie

De sector en dan met name de professionele duikindustrie is op verzoek van de overheid in de jaren 80 georganiseerd om mee te werken aan - maar bovenal om georganiseerd deskundige inbreng te leveren voor de (arbeidsomstandigheden)wetgeving. Dit leidde tot oprichting van diverse stichtingen en/of verenigingen om aan dit beleid van de overheid gevolg te kunnen geven. De werkgevers georganiseerd in de Nederlandse Associatie van Duikondernemingen - NADO - en de werknemers georganiseerd in de Nederlandse Vereniging van Beroepsduikers - NVB - hebben destijds, in 1987, in samenwerking met Defensie een onafhankelijke portaal, de Stichting NDC, opgericht. Stichting NDC www.ndc.nl  heeft haar taken overgeheveld aan Stichting NOK voor opleidingen, Stichting NDC-CI voor certificering en het statutair orgaan College van Deskundigen civiele sector voor belangenbehartiging. 

Stichting NOK opgericht in 2010 en actief sinds 2012 heeft van het voormalig platform de taak belangenbehartiging civiele sector werken onder overdruk overgenomen met de nadruk op het verzorgen van opleidingen. 

Stichting NOK verzorgt de belangenbehartiging civiele sector Werken onder Overdruk en huisvest om die reden het College van Deskundigen Civiele sector (CvD CS). Het CvD CS is een statutair orgaan en heeft een eigen reglement en een onafhankelijke voorzitter. Het CvD CS verzamelt de deskundige inbreng van haar achterban voor (arbeidsomstandigheden)wetgeving. De achterban bestaat uit Duikarbeid, Caissonarbeid en arbeid Hyperbare Geneeskunde, die vertegenwoordigers afvaardigen in het CvD CS. 

Civiele sector, Defensie en Brandweer

De civiele sector (werkgevers en werknemers) deelt de sector werken onder overdruk met de subsectoren Defensie en Brandweer. Zowel Defensie als de Brandweer verzorgen voor hun eigen achterban (werkgevers en werknemers) de belangenbehartiging en hebben een bijna zelfde organisatie gevormd als de civiele sector, te weten een branchecollege. De sector werken onder overdruk is tevens onderverdeeld in de werkvelden duikarbeid, caissonarbeid en arbeid hyperbare geneeskunde.

Verplichte opleidingen en opleidingen op maat

In het kader van voornoemde belangenbehartiging verzorgt de Stichting NOK het beheer en onderhoud van het Kenniscentrum. Voortvloeiend hieruit verzorgt NOK, zonder winstoogmerk, de wettelijk verplichte opleidingen en (veiligheids)opleidingen op maat. Het verzorgen van opleidingen leidt tot actuele onderhoud van de kennis van de sector en door waarborging van de continuïteit van opleidingen, de kwaliteit en veiligheid van de Nederlandse Duiksector. NOK verzorgt ook de vierjaarlijkse praktijkproef voor bestaande duikers en duikploegleiders ten behoeve van hun hercertificatie. Vraag naar de informatie via post@nokwoo.nl 

Stichting NOK zorgt voor kennisoverdracht met de Defensie Duikschool en heeft ook een overeenkomst met Defensie voor het loketfunctie Defensie Duikschool restcapaciteit opleidingen, gebruik duikmaterieel Defensie Duikschool en gestructureerde kennisoverdracht.

THE FOUNDATION NETHERLANDS TRAINING AND KNOWLEDGE CENTRE HYPERBARIC LABOUR

The foundation

The growth of commercial diving in the seventies, accompanied by an alarming rise in the number of fatal diving accidents, as well as the expected growth in the eighties caused the need for strict medical examination and supervision of Netherlands di­vers. The Netherlands was not the only country that considered this necessary, all North Sea countries felt the need: the European Diving Technolo­gy Committee -EDTC- was founded, Norwegian and British legislation came into being, the Netherlands Ministry of Social Affairs and Employment (SZW) was working on legislation. At that moment in time the Royal Navy's Diving Medical Centre was the only institute in the Netherlands holding medical exami­nations for divers; it was also the only place where diving accidents could be treated. For this reason the Ministry of Defense became involved and this ministry on march 6, 1981 decided to found a committee to study the foundation of a National Diving Centre. The Program Committee was asked to give a more tangible contents to the future Foundation, management and a program of activities.
The Working party's proposal for the composition of the board was accepted and the program of activities was made part of the aims of the Foundation.
In the middle of 1986 the Program Committee was dissolved and the foundation was officially started. In 1987 the Netherlands Diving Centre was founded.
The Netherlands Diving Centre, a non profit organisation, aimed to serve the Netherlands diving community. Its Board consisted of representatives of the government, the unions, the industry and sports diving with an independent chairman. 

In 2012 new legislation about certification of persons was introduced by the Dutch Ministry of Social Affairs and Employment. This government policy let to transforming of the NDC. The new system based on the international ISO IEC Norm 17024; certification of persons, has also her influence on the hierarchy of the sector.

Aims of the NOK

The main goal of the foundation is the promotion of the interest of the Netherlands civil diving community in general.

The Netherlands Association of Diving Contractors, www.nado.nu, has 4 members in the Board including representatives of the government and the union. 

NOK collects and manages the expertise of the civil industry and from one point knowledge will be shared in order to improve safety and quality. Improving diving safety and quality is a continuing process. A result of this aim is the Dutch Working Conditions Catalogue. A product of a cooperation with Ministry of Defense (military divers) and Fire Brigade (rescue divers) . The Working Conditions Catalogue for working under hyperbaric conditions includes executing of diving work, hyperbaric medicine work, caisson work and other work under hyperbaric conditions and is applicable to all employers and employees involved in executing of diving work, hyperbaric medicine work, caisson work and other work under hyperbaric conditions.  

In this Catalogue risks are mentioned, which may occur when executing work under hyperbaric conditions. For all these risks are defined which minimum control measures an employer and employee shall take in order to manage these risks. 

NOK stimulates research, gives training courses, and informed the sector about legislation, about health and safety for hyperbaric labour which is for 90% professional diving. NOK also maintains a network for realizing international recognition and adjustment.

NOK is a recognized training institute per 30 September 2015 conform SWOD Protocol - recognition of training institutes. (also part of the Dutch certification system based on the Norm 17024)).

For the IMCA supervisor who wants to work in the Dutch sector Foundation NOK is recognized to give the Dutch Module for IMCA Supervisors. This extra training is needed for the certification process for obtaining a Dutch certificate or a license (proof of Assessment for working approx 40 days on a yearly base in the Dutch sector).

Certificering

De beroepsbeoefenaars in de sector werken onder overdruk vallen onder de noemer gereglementeerde beroepen. Dit betekent dat rond veiligheid heel veel bij wet is geregeld, en de vakbekwaamheid moet aangetoond worden met een wettelijk certificaat. Wettelijk geregeld en wettelijk opgelegd conform beleid van het ministerie van Sociale Zaken en Werkgelegenheid gebaseerd op de internationale norm 17024. Voor de sector werken onder overdruk geldt het voor de beroepen duiker, duikploegleider, duikmedische begeleider en de duikerarts. Iedere beroepsbeoefenaar dient bij uitoefening van zijn vak in Nederland in het bezit te zijn van een SWOD certificaat/document uitgegeven door een door SZW aangewezen certificerende instelling.
